The Kano State Primary Health Care Management Board (KSPHCMB), in collaboration with the Sustainable Health Development Foundation (SANHDEF), has concluded a two-day Financial Management and Reporting Operational Manual Review Workshop held in Zaria, Kaduna State, from 10th to 11th July, 2026, to strengthen financial accountability and improve the management of public funds across Primary Health Care facilities in Kano State. The workshop reviewed the existing operational manual to align it with current Public Financial Management reforms, Basic Health Care Provision Fund (BHCPF) guidelines and Kano State financial regulations.
Speaking at the workshop, the Director General of KSPHCMB, Professor Salisu Ahmad Ibrahim, described prudent financial management as the foundation of an effective primary healthcare system, stressing that every public resource must translate into better healthcare services. He said the review would institutionalized accountability, strengthen financial controls and provide a practical guide for transparent financial management across PHC facilities. Also speaking, the Permanent Secretary, Kano State Ministry of Health, Pharmacist Aminu Bashir, commended KSPHCMB and SANHDEF for the initiative, noting that sound financial management is essential for sustaining government investments and achieving Universal Health Coverage.
In a statement signed by public relations officer KSPHMB Sa’adatu Sulaiman said during the two-day exercise, participants updated the operational manual, standardized financial management procedures, clarified the roles of key stakeholders and strengthened guidance on budgeting, procurement, expenditure management, financial reporting, record keeping, bank reconciliation and asset management. The revised manual was validated through stakeholder consensus to ensure effective implementation across the state.
As part of the resolutions, participants approved the printing and dissemination of the revised manual to PHC facilities, cascading training to Officers-in-Charge and facility personnel, supporting the review of Quarterly Business Plans, adopting BHCPF financial management tools where applicable, aligning the manual with International Public Sector Accounting Standards (IPSAS), and commencing the 2027 Annual Operational Plan (AOP) process. The workshop reaffirmed KSPHCMB’s commitment to transparency, accountability and sustainable financial management in delivering quality primary healthcare services across Kano State.
